In recent years "e-government" became another typical buzz word among societies, Technology vendors and Public servants. The industry majority considers e-government as a set of new software and hardware equipment. However, e-Government is about reforming the way Administation interact with citizens. It is a set of tools to make citizen's life easier, while boosting productivity and efficiency to Central and regional Authorities. Practically, "e-government" is rather a series of well defined procedures using technology, than technology itself.
It is a common practice that the "hard aspect" of e-government initiatives, namely the technical Infrastrusture, is the top priority for Info-Society stakeholders; At the same time human capacity, readiness, workflow restructuring and especially citizen's needs are undervalued when it comes to e-government implementation. This is the main reason why so many ICT & e-gov projects fail in practice.
At TREK, we understand that e-government is beyond Technology, thus we formulated a well defined approach on assesment, benchmarking and implementation of e-government projects, mostly based on political and operational objectives.
